How to Improve the Quality of Basic Education: the Experience of Finland

自二战之后，芬兰持续地进行了一系列的教育改革，采取包括基于信任的问责制度、宽松灵活的测试评价、通过多样化来促进公平以及研究型的教师教育来培养高质量的教师等一系列措施来提升教育质量。芬兰学生在国际学生评价项目（PISA）上的优异表现，有力地说明了一系列的教育改革取得了明显的成效。

Since World War II, Finland has constantly carried out a series of educational reforms, taking various measures to improve the quality of education, including the accountability system based on trust, flexible evaluation of tests, promotion of fairness through diversified ways as well as cultivation of high quality teachers by education of teachers as researchers etc. The outstanding performance of students from Finland in the program for International Student Assessment (PISA), strongly reflects that the educational reforms conducted have achieved remarkable results.
