How to Improve Higher Education Decision Making:A Perspective of Institutional Research and Data-Driven Decision Making

本文阐述了通过院校研究与“数据驱动决策”模式的“高端联姻”来提高大学决策绩效的新途径。研究显示, 二者的“高端联姻”对从传统的“理性”决策模式攀升到“知会理性”模式的进程有助益。它可削弱“官僚主义”模式中以决策者主观见解为主的偏差, 打消“学院型”模式中决策者必须权衡个体利益的顾虑,排除“政治型”模式中决策者之间的消极对杭情绪, 改善“有组织的无政府”模式中出现的随意性决策的缺点。但为了达到二者的“高端联姻”, 大学必须从决策理念#院校研究和智能体系的建设等三个方面进行努力。

This study describes a new approach to effective decision making through a successful combination of institutional research and "data -driven decision making" model. The study shows that the merged process supports a change of traditional rational decision making processes to an informed rational model. It can help reduce the bias of decisions hased on individually dominated view in the bureaucratic model, eliminate concerns about balancing interests of individuals and groups, remove confrontations that individuals and groups have in the political model, and resolve problems with decision making at random in the organized anarchies. In order to reach such a successful combination of institutional research and "data -driven decision making" model, universities should change decision making philosophy, strengthen institutional research. and effectively develop an institutional intelligence system.
