重大教育决策过程中的网络舆情——基于《纲要》二次征求意见期间新闻门户网站Web文本的分析

Internet Public Opinion on Major Educational Policy: The Case of "National Outline for Medium and Long-term Education Reform and Development"

在信息时代，虚拟的网络空间已成为民众表达意见的重要平台，民意聚集而成为蕴藏着巨大社会能量的网络舆情。《国家中长期教育改革和发展规划纲要（2010-2020 年）》（简称《纲要》）第二次征求意见期间，网络民意如潮。研究表明，《纲要》的制定受到了社会各界极大的关注，众多的教育问题构成了教育网络舆情的主题，官方立场的舆情引导和权威的专业解读并存，建设性的改革发展诉求是教育网络舆情的基调，教育网络舆情的变化呈现明显的“烟花现象”和“七特趋势”。积极应对，建立高效而常态化的教育网络舆情监测分析机制，对政府实施重大教育规划与决策具有重要现实意义。

Virtual network space has become an important platform for people to express their opinions in information age. Opinions are gathered and become internet public opinion full of enormous social energy during the second time for advice of the "National Outline for Medium and Long -term Education Reform and Development (2010-2020)". This paper samples five portals and analyzes the National Outline related web texts using data mining technology. Our conclusions are as follows: (1) the National Outline has been focused on strongly; (2) the current educational problems constitute the topics of the internet public opinion; (3) the official guided public opinions coexist with those experts interpreted; (4) positive suggestion to the educational reform and development is the keynote; (5) there goes to be a fireworks phenomenon and Seven -day trend for the internet public opinion. It is very important for the government to collect and face true opinions actively through normalized monitoring and analyzing mechanism in its decision-making on major educational policy.
