推进城乡教育一体化的核心目标是进一步缩小城乡教育差距，实现农村教育的新发展。城乡教育一体化可分解为城乡义务教育一体化、城乡学前教育一体化、城乡职业教育一体化和城乡继续教育一体化。现阶段推进城乡教育一体化的基本路径是：加强对农村教育发展的支持；深化教育体制改革；将分步实施与统筹兼顾有机结合起来；坚持试点先行。
