严而有序的德国高校学位课程认证：实践与启示

On the Strict and Orderly Accreditation of Study Programmes in Higher Education Institutions in Germany: Practice and Enlightenment

高等教育发达的德国自20世纪90年代起推行了一项严而有序的学位课程认证工程。其独特的课程认证的规章制度、独立于高校的第三方认证机构、统一性与多样性兼顾的认证标准，构成了德国高等教育质量保证的特色。严而有序的学位课程认证对德国高校学位课程的建设，乃至对整个高等教育质量的提升产生了十分重要的作用，对我国高校学位课程建设不无借鉴意义。

Since 1990s the strict and orderly accreditation system of study programmes in higher education institutions has been introduced in Germany. This kind of accreditation is characterized of the distinctive regulations for accreditation, accreditation agencies acting as the third part institutions, and accreditation standards combining the unity with diversity. This system of accreditation plays an important part in the improvement of study programmes and the enhancement of quality of higher education in Germany and has reference value for the improvement of study programmes in higher education institutions in China.
