The Architecture and Effects of International Education Aid to Uganda

乌干达是一个高度依赖国际援助的国家。双边和多边机构每年通过项目援助和预算援助等形式，为乌干达提供了大量的教育援助，这些援助主要流向基础教育。在一个由乌干达政府主导下的援助体系中，对乌教育援助得到了较好的协调，并切合乌干达教育政策的需要。这些援助保证了乌干达重大教育政策与计划的实施，扩大了乌干达初等和中等教育入学人数，提高了乌干达教育机会的公平性，促进了乌干达教育系统的能力建设。

Uganda is a highly aid dependent country. Dozens of multilateral and bilateral aid agencies provide a lot of education aid to Uganda through different modalities. The aid flows mainly to basic education of Uganda. In a system of aid dominated by the government of Uganda, the education aid in Uganda is coordinated, and focused on the priorities of education policy. This aid gives necessary support for the implementation of major education policies, scales up the enrollment of primary and secondary education, promotes the equity of access, strengthens the capability of the education systemof Uganda.
