文章通过分析城乡二元结构下基础教育政策定位的偏差,探讨城乡政策性基础教育不公平的深层次原因,借鉴国外促进基础教育公平的经验,从五个方面探索了城乡二元结构下的基础教育公平的政策性革新路径。

In this paper, the exacerbation of education inequity caused by education policy limitations under urban-rural dual structure in China and its resolution are discussed. Orientation deviation of basic education policy under urban-rural dual structure is analyzed, underlying causes of unfair urban-rural education policies are presented. Policy reforms for education equity under the urban-rural dual structure are explored from five aspects.
