中文摘要 | 按照倡议联盟框架范式,政策变迁是由政策子系统内倡议联盟的政策学习、竞争性倡议联盟间的互动以及子系统外非认知性因素的动摇共同推动的。在我国高职院校招生政策变迁中存在统一高考式、高职单招式、注册入学式三大倡议联盟,倡议联盟间的互动通过地方教育行政部门的改革试点进行,倡议联盟的政策学习以教育部修正"高职教育是低层次高等教育"核心理念开展;而社会公众对高考制度改革的诉求、退伍士兵报考高职院校的现实需求、普通高中生源数持续下跌以及追求公平、稳定的中国主流价值观等子系统外部非认知性因素的变化,或加速或减缓高职院校招生政策变迁的速率。 |
英文摘要 | According to advocacy coalition paradigm, policy changes are push forward by advocacy coalition s policy learning, interaction in the policy subsystem, and the change of non-cognitive factors out of policy subsystem. In the policy changes in China s vocational institutions enrollment, the interaction is carried out through reform pilot by local administrative departments, the policy learning is advanced by the correction of the core concept of The Ministry of Education, other changes of non-cognitive factors out of policy subsystem include the aspirations of the public on the college entrance examination system reform, the practical need of the veterans to apply to the vocational institutions and so on which will accelerate or slow down the speed of policy changes. |
