Learning Outcome Assessment： A Bottom-up Design to Assure the Quality of Undergraduate Teaching and Learning

《纲要》和“质量工程”共同构成了我国本科教学质量保障系统的顶层设计，但在识别、分解和优化顶层设计的重要组成部分的过程中，底层设计也是不可或缺的。事实上，学习结果评估就是一种底层设计，它既能优化顶层设计并与之对接，也能有效地改进我国本科教育质量保障系统的薄弱环节。

China's National Plan for Medium and Long-term Education Reform and Development （2010-2020）, along with the Quality and Reform of Undergraduate Teaching and Learning Project, has formulated the top-down design of the quality assurance system of undergraduate teaching and learning in China. However, in the process of identifying, decomposing, and refining the major components of the top-down design, a bottom-up design is also indispensable. Actually, learning outcome assessment can serve as a bottom-up design which will refine and he compatible with the top-down design and effectively counteract the weaknesses of the current quality assurance system of undergraduate teaching and learning at the same time.
