中國《國家中長期教育改革和發展規劃綱要（2010-2020 年）》政策之內涵與評析

Intention and Interpretation of Outline to National Medium and Long Term Education Reform and Development Plan (2010-2020) in China

中國於2010 年頒布實施《國家中長期教育改革和發展規劃綱要（2010-2020 年）》，此為進入21世紀以來中國第一個國家級教育規劃綱要，其基本精神是實現教育現代化與形成學習型社會，\r並使中國進入人力資源強國行列。《規劃綱要》共分為四大部分與二十二章，建構了未來十年中國的教育藍圖。本文首先介紹中《規劃綱要》的背景與精神，接著說明《規劃綱要》之策略目標、\r學前教育、義務教育、高中教育、職業教育、高等教育、考試制度、師資培育等面向，最後再提出五點特色進行評析。

This essay is to inquire the intention and interpretation of “Outline to National Medium and LongTerm Education Reform and Development Plan (2010-2020)” in China. Outline to the plan is the firstnational education reform plan for 21st century in China. The core goals are to achieve modernizationof education and learning society. Outline to the plan includes four dimensions and 22 chapters. Theoutline provides the guideline for education reform and development from 2010 to 2020 in China.Firstly， the essay introduces the backgrounds and spirits. Besides， it points out the intention of “Outlineto the plan”. Finally， the authors suggest some distinguishing features and interpret characteristics of“Outline to the plan”.
