This article points out the limitations of current French higher education and research systems in the face of global competition， analyzes the background in which research groupings (Les pôles de recherche et d’ enseignementsupérieur， PRES) are established in France， and elaborates on the contents and prospects of PRES policy. How PRES pushes French higher education from centralization to excellence is discussed.
