Research Assessment: Fitting Methods to Aims

科研评价虽以科研成果或科研表现为基础，但评价的结果必须与科学的本质规定性相一致。本文根据科研成果在评价中的角色不同，将科研评价分为“对科研成果的评价”和“以科研成果为指标的评价”两大类，在系统梳理“同行评议”和“科学计量学评价”两种方法的合理性及缺陷基础上，对现行各具体类型科学评价的方式进行了梳理，根据评价对象、评价目标与评价方法契合的原则，提出了同行评议与科学计量学方法在不同类型评价中相互协同的改进框架。

Although research assessment is based on either research output or research performance， the results of research assessment must be consistent with the nature of science itself. Depending on the roles of research output in research assessment， research assessment may be divided into two types : the assessment of research output and the assessment using research output as an indicator. After analyzing the rationality and defects of peer-view and scientometrics systematically， a research assessment framework matching the aims and methods is proposed.
