Why should Public Finance Fund Non-governmental Education?

政府对民办教育提供财政资助在全国各地有广泛的实践，但其中的政策逻辑却一直没有得到系统阐述。本文对支持和反对政府资助民办教育的政策观点进行了全面的梳理，从公共利益的视角讨论了政府对民办教育提供财政资助的合理性与必要性，构建了以＂学生权利保障性型财政资助＂、\＂学校成本分担型财政资助\＂和\＂办学绩效导向型财政资助\＂为主要内容的公共财政资助民办教育的基本政策框架，并以浙江省的典型政策实践为例对上述制度设计进行了深入的讨论。

It is a common practice that government provides financial assistance for non-governmental education throughout the Country， however， its policy logic has not been explored systematically. This article provides a comprehensive review of opinions for supporting and opposing government s funding non-governmental education. From the perspective of ＂public interest＂， this article demonstrates that the reason and the necessity of government financing for non-governmental education. What's more， we create a basic policy framework of public finance to fund non-governmental education， which mainly consists of ＂financial assistance for protecting students' rights＂， ＂financial assistance for sharing school cost＂ and＂ financial assistance for improving school-running performance＂. In conclusion， this article discusses the policy practice in Zhejiang Province under such policy framework.
