借鏡臺灣應對COVID-19疫情的經驗，我們了解到預防與介入是同等重要的。「全校性正向行為支持」（School-Wide Positive Behavior Support, SWPBS）由公共衛生三級預防模式發展而來，此架構可讓教育人員以正向且有效的方式應對學生的行為問題。由於當前學校在行為管理的主要挑戰為缺乏預防概念與積極因應的措施，因此，本文聚焦於「全校性正向行為支持」之初級預防介入的關鍵實務與學校系統的支持要素，並以一所國小為例，說明全校性正向行為支持在初級預防的啟動歷程和規劃，以供國內學校參考，盼能形塑正向的校園文化，提升教師對行為管理的專業能力。

Drawing on Taiwan’s experience in responding to the COVID-19 outbreak, we can learn that prevention is as important as intervention. School-wide positive behavior support (SWPBS) is developed based on public health model. The main dilemma for schools to discipline behaviors nowadays is the lack of prevention and proactive approach to behavior problems. This article focuses on the practices and systems related to the primary prevention of SWPBS. Then the process of SWPBS planning and initiation in an elementary school is illustrated, which can serve as a reference for schools to implement SWPBS. It is hoped that we could cultivate positive school culture and enhance teachers’ skills in in behavior management.
