日本數位教科書的發展狀況與對臺灣的啟示

The Development of the Japanese Digital Textbook and Its Implications for Taiwan

日本中小學的數位教科書制度，係自2018年修改《學校教育法》等相關法律後引進的新制度。數位教科書制度之宗旨在於實現主體的、對話的深度學習、支持「個別最適化學習」與融合教育的理念。數位教科書共分為教師用與學生用兩大類，內容上，數位教科書與紙本教科書內容相同，且原則上必須兩者一併使用，但透過載具的各種功能，可以連結延伸的學習資源。使用上，自2021年度起從國小五年級到國中三年級以試辦方式實施，並於2024年度正式在英語文領域導入。本文旨在簡介日本數位教科書制度的概要，並在探討支持數位教科書制度實施的各種配套後，根據其發展現況，從「政府端」、「師生端」與「教科書出版商端」提出三項建議，供臺灣發展數位教科書之參考。

The Digital Textbook System in Japan’s compulsory education schools was introduced following the revision of the “School Education Act” and other related laws since 2018. The purpose of this system is to realize a learner-centric and interactive deep learning concept, supporting the ideas of “personalized optimal learning” and “inclusive education”. There are two main types of digital textbooks: “for instructor” and “for learner” versions. In terms of content, digital textbooks are the same as paper textbooks, but both must be used together in principle. Through the various functions of the devices, they can be linked to extended learning resources. Since the 2021 academic year, it has been implemented on a trial basis for students from the fifth grade of elementary school to the third grade of junior high school, and it was formally introduced in the fields of English in the 2024 academic year. The purpose of this article is to outline the overview of the Digital Textbook System in Japan. After discussing various supporting measures for the implementation of this system, based on its current development status, three suggestions are proposed from the perspectives of the “government side”, “teacher and student side”, and “textbook publisher side” to provide a reference for the development of digital textbooks in Taiwan.
