| 中文摘要 | 過往針對偏鄉學校特殊處境的政策回應,多集中於裁併整合、資源補助或轉型實驗教育,然此類做法未必能回應小校在實際教學與組織運作上的真切需求。基此,本文以「智慧型布陣」作為分析視角,借鑑美國職棒大聯盟守備布陣的策略思維,嘗試建構「偏鄉學校3.0」的辦學取徑,重新思考偏鄉學校在人力配置、學生編組、課程結構、時間運用與行政治理上的整體運作策略。本文首先歸納智慧型布陣學校的五項關鍵特點,其次提出偏鄉學校在實務層面推動智慧型布陣的行動提案,並進一步檢視《偏遠地區學校教育發展條例》及相關法規在支持學校策略布陣上的限制與補強方向。在成就每位孩子的教育願景下,偏鄉學校的品質提升,關鍵不在於制度是否提供彈性與資源,而在於學校能否定位為「以學習為核心的策略行動者」,而能主動依據校情與學生需求進行整體且可檢證的布陣決策。透過法制面引導學校承擔智慧型布陣責任,並結合專業支持與治理指引,將能為偏鄉學校帶來高效能的新風貌。 |
| 英文摘要 | Previous policy responses to rural schools have primarily emphasized consolidation, resource subsidies, or transformation through experimental education. However, such approaches do not fully address the deeper instructional and organizational challenges faced by small rural schools. This article adopts smart strategic configuration as an analytical lens and draws on the strategic logic of defensive shifts in Major League Baseball to construct a conceptual model of Rural Schools 3.0. The model reexamines how rural schools can strategically reorganize human resources, student grouping, curriculum structure, time use, and school governance. The study identifies five key characteristics of smartly configured schools, proposes practical action strategies for implementation, and critically reviews the limitations of the Rural Area Schools Education Development Act in supporting schools’ strategic decision-making. The findings suggest that improving rural school quality depends less on policy-provided flexibility and resources than on whether schools are positioned as learning centered strategic actors capable of making coherent, evidence-informed configuration decisions based on their specific contexts and students’ learning needs. Strengthening legal guidance and professional support for smart strategic configuration is therefore essential to enhancing the effectiveness and sustainability of rural schools. |
