| 中文摘要 | 「大學社會責任實踐計畫」為我國近年具重要性的高等教育政策之一,其運作過程及執行良窳涉及不同部門行動者的協力互動。有鑑於此,本研究對焦「大學社會責任實踐計畫」最主要涉及的二種部門類型──大學及地方場域,以「跨部門協力治理」核心概念,運用「模糊德菲法」及「層級分析法」建構「大學社會責任實踐計畫跨部門協力治理」指標系統,其包括「參與動機」、「既存印象」、「個別條件」、「協力中的彼此關係」、「協力機制的設計」、「協力的投入成本」、「協力的影響」、「永續的治理」八項指標層面及「大學及地方場域彼此皆有合作意願」、「大學及地方場域彼此曾有成功的合作經驗」、「大學及地方場域有積極倡議合作的行動者」等31個相對應指標,可作為「大學社會責任實踐計畫」中大學與地方場域進行協力行動的重要參考依據。最後,本研究針對「大學社會責任實踐計畫」教育主管機關、大學團隊、地方場域團隊及後續研究提出具體建議。 |
| 英文摘要 | The “University Social Responsibility Project” (USR Project) has emerged as one of Taiwan’s most significant higher education policies in recent years. Its implementation and operational effectiveness rely heavily on collaborative interactions among actors from diverse sectors. In response to this, the present study focuses on the two primary sectors of the USR Project– universities and local communities– and adopts the core concept of “cross-sector collaborative governance.” Through the Fuzzy Delphi Method and Analytic Hierarchy Process, the study constructs a comprehensive Cross- Sector Collaborative Governance Index System tailored to the USR Project. This system comprises eight major dimensions: Participation Motivation, Existing Impressions, Individual Conditions, Interrelationships during Collaboration, Design of Collaborative Mechanisms, Cost of Collaborative Engagement, Impact of Collaboration, and Sustainable Governance. It includes 31 corresponding indicators such as “Mutual willingness to collaborate between universities and local communities,” “Successful prior collaboration experiences,” and “Presence of proactive advocates for cooperation within each sector.” The findings demonstrate that this index system offers a theoretically grounded and practically applicable framework to guide collaborative actions between universities and community partners within the USR Project. Finally, this study offers specific recommendations for the educational authorities, university teams, local community stakeholders, and future research directions concerning the USR Project. |
