Education Leaders : The Influence of Education Bureau Directors

教育是促進人才翻轉的重要關鍵，有助於個人在社會與職場中展現更大的價值。就臺灣而言，教育行政主管機關包括中央的教育部、國民及學前教育署，以及地方的縣市政府教育局處。教育局處首長是縣市最高教育行政業務的主管，其作為牽動各縣市教育發展的成敗。由於筆者曾借調至臺中市政府擔任教育局局長四年，深刻體會到展現教育局處首長影響力的重要性，故本文主要聚焦於探討教育局處首長如何發揮影響力，以體現教育領導的功能。全文共分為四大部分，首先闡述縣市政府教育局處組織的要素與特性，其次則分析教育局處首長的角色與功能，再者則探討影響教育局處首長發揮影響力的因素，最後提出對擔任教育局處首長者的呼籲與再反思，期供有興趣者參考。

Education is a crucial key to fostering talent transformation, enabling individuals to demonstrate greater value in society and the workplace. In Taiwan, the administrative bodies responsible for education include the Ministry of Education and the National and Preschool Education Administration at the central level, and county and city education bureaus at the local level. The heads of these bureaus are the highest-ranking officials in charge of educational administration at the county or city level, and their influence is crucial to the success or failure of educational development in each county or city. Having served as the Director of the Education Bureau in Taichung City Government for four years, I deeply understand the importance of demonstrating the influence of education bureau directors. Therefore, this article focuses on exploring how education bureau directors can exert influence to fulfill their leadership role in education. The article is divided into four main parts: first, it describes the elements and characteristics of county and city education bureaus; second, it analyzes the role and functions of education bureau directors; third, it explores the factors that influence the influence of education bureau directors; and finally, it offers appeals and reflections for those serving as education bureau directors, hoping to provide a reference for interested readers.
