中文摘要 | 我國教育新南向計畫是從2016年開始推動的國內高等教育國際化重要策略之一,基於東協區域是國內新南向重要經營的對象,但面對國際高等教育競爭,加上國內大學國際化程度不夠,學歷認證機制無法與國際接軌等因素影響下造成永續性不足之困境。基於此,本研究旨在透過文獻探討瞭解歐盟在東協區域高等教育國際化的合作經驗與永續發展目標的實踐作為,並提出其對國內教育新南向計畫推動的啟示。本研究發現,歐盟高等教育國際化政策的永續發展目標實踐是一個有系統的實踐作為,其政策作法包括:一、將國際化政策融入於校務治理及課程規劃當中,全面實施;二、透過跨文化課程培訓提升教師國際化素養,藉此提升大學自身國際化程度;三、建立大學資歷架構及學分轉換機制,促進境外學生流動性,進而帶動大學經營之經濟效益。因此,依據歐盟在東協的發展經驗,臺灣高等教育新南向計畫應師法永續發展精神,加強教師國際文化素養,建立與國際接軌之教育資歷架構,增進臺灣與東協之間學生及學術流動,達成優質的教育目標。 |
英文摘要 | Taiwan’s New Southbound Policy for Education, launched in 2016, is a key strategy for the internationalization of higher education. ASEAN is a primary focus of this policy, but challenges such as increasing global competition, limited internationalization of domestic universities, and the lack of an internationally aligned degree recognition system have hindered its sustainability. This study examines the European Union’s (EU) experience in higher education cooperation and its implementation of sustainable development goals (SDGs) in the ASEAN region to provide insights for Taiwan’s policy. The findings indicate that the EU’s internationalization practices are systematic and include: 1. Integrating internationalization into university governance and curriculum planning for full implementation; 2. Enhancing faculty cross-cultural competence through training programs to improve the internationalization of universities; 3. Establishing a qualification framework and credit transfer system to promote student mobility and generate economic benefits for universities. Based on the EU’s experience, Taiwan’s New Southbound Policy should adopt sustainable development principles, strengthen faculty international competence, and build an internationally aligned qualification framework. These measures will promote student and academic mobility between Taiwan and ASEAN, contributing to the goal of high-quality education. |
