中文摘要 | 近年積極推動數位素養教育,透過108課綱強調「科技資訊與媒體素養」,並結合教育部「推動中小學數位學習精進方案」,建立數位素養框架。2025年,教育部發布「中小學數位教學指引3.0」更新版,明定數位素養範疇四大主軸,包含:一、數位安全、法規與倫理;二、數位技能與資料處理;三、數位溝通、合作與問題解決;四、數位內容識讀與創作。此框架旨在提升學生對數位科技的應用與批判能力,並強調生成式人工智慧的應用與挑戰,以為數位世代的教育發展提供完善的指引。本文回顧臺灣數位素養的發展歷程,分析國際及本地的實踐與政策,介紹四大主軸架構,結合資料科學、人工智慧素養與媒體素養內容,藉此引導學生具備數位科技應用與批判思考能力,為數位時代的社會正向發展奠定基石。 |
英文摘要 | In recent years, Taiwan has actively promoted digital literacy education by emphasizing “technology, information, and media literacy” in the 108 Curriculum Guidelines. Along with the Ministry of Education’s “Digital Learning Enhancement Plan for Primary and Secondary Education,” Taiwan has established a digital literacy framework. The latest version of Digital Teaching Guidelines 3.0, released by the Ministry of Education in 2025, defines the digital literacy framework, which includes four main areas: digital security, regulations, and ethics; digital skills and data processing; digital communication, collaboration, and problem-solving; and digital content literacy and creation. It aims to enhance students’ digital technology application abilities and critical thinking, with a focus on the applications and challenges posed by generative artificial intelligence, thus providing comprehensive guidance for educational development in the digital era. This paper reviews the history of digital literacy education development in Taiwan, analyzes international and local practices and policies, and further proposes a comprehensive framework focusing on four areas. It integrates content related to data science, artificial intelligence literacy, and media literacy, thereby guiding students to develop critical thinking skills and the ability to apply digital technologies, laying the foundation for positive social development in the digital age. |
