英文摘要 | In August 2024, a Hong Kong Education Bureau’s supplementary material for secondary school’s "Civic, Economic, and Social Studies" class, mentioning that students should learn to "firmly reject premarital sexual behavior" sparked debates. The author argued that delaying sexual activity is an important indicator of adolescent sexual health, but the establishment of sexual values should be a decision made by adolescents themselves rather than being imposed by societal norms. The author used the ABC framework—Abstinence, Be faithful, and Condom- to compare three international models of sexuality education. This discussion aligns with UNESCO’s Comprehensive Sexuality Education (CSE) and Taiwan’s 108 Curriculum Guidelines, emphasizing the importance of learning health behavioral science, such as decision-making skills.
