香港學校性教育規定之反思

Reflection on a School Sexuality Education News in Hong Kong

香港教育局於2024年8月在其初中「公民、經濟與社會科」支援教材，提及學生須學習「堅決拒絕婚前性行為」，引發爭議。筆者認為，延後發生性行為是青少年性健康重要指標之一，但價值觀的建立必須由當事人自己做成決定而非以社會規準強加規範。筆者以禁慾（Abstinence）、忠誠（Be faithful）、保險套（use a Condom）的ABC三道防線，對應國際目前三種性教育模式做成比較表，並呼應UNESCO的全面性教育（Comprehensive Sexuality Education, CSE）及台灣的108課綱，說明學習健康行為科學，如「做決定技能」之重要性。

 

In August 2024, a Hong Kong Education Bureau’s supplementary material for secondary school’s "Civic, Economic, and Social Studies" class, mentioning that students should learn to "firmly reject premarital sexual behavior" sparked debates. The author argued that delaying sexual activity is an important indicator of adolescent sexual health, but the establishment of sexual values should be a decision made by adolescents themselves rather than being imposed by societal norms. The author used the ABC framework—Abstinence, Be faithful, and Condom- to compare three international models of sexuality education. This discussion aligns with UNESCO’s Comprehensive Sexuality Education (CSE) and Taiwan’s 108 Curriculum Guidelines, emphasizing the importance of learning health behavioral science, such as decision-making skills.
