現行監獄矯正處遇制度對高齡收容人影響之研究

A Study on the Impact of the Current Prison Correctional Treatment System on Elderly Inmates

隨著全球人口老齡化趨勢加劇，矯正機關中的高齡收容人數量逐年增加。他們相較於一般收容人，有著更複雜的身心健康需求，若未能得到充分重視和有效處理，將嚴重影響其在監的矯治效果及出獄後的社會適應能力。本研究旨在探討如何在現行的高齡矯正處遇制度下，為高齡收容人提供適切的處遇措施，本研究以某看守所內五位矯正人員為研究參與對象，透過質性深度訪談後，獲得如下結果：一、現行的矯正處遇制度無法符合高齡收容人之在監需求；二、成立高齡專監及專區，更能提供高齡收容人適切的矯正處遇；三、發展專屬於高齡收容人之長照制度，以保障其應有的收容權益。研究結果可提供給相關單位作為矯正及照護高齡收容人之參考。

As the global trend of population aging intensifies, the number of elderly inmates in correctional facilities continues to rise annually. Compared to the general inmate population, elderly inmates have more complex physical and mental health needs. If these needs are not adequately addressed and managed, it could severely impact their rehabilitation during incarceration and their ability to reintegrate into society after release. This thesis aims to explore how appropriate treatment measures can be provided to elderly inmates within the existing correctional system. The study involved five correctional officers from a local detention center as participants and conducted in-depth qualitative interviews. The findings revealed: 1. the current correctional system fails to meet the in-prison needs of elderly inmates; 2. establishing specialized prisons and dedicated areas for elderly inmates would better address their correctional treatment needs; 3. developing a long-term care system tailored to elderly inmates is essential to protect their rights and ensure proper care during incarceration. The results of this study may serve as a reference for relevant authorities in the correction and care of elderly inmates.
