英文摘要 | Since 2011, the German Federal Ministry of Family Affairs, Senior Citizens, Women and Youth has implemented an 11-year language promotion project “Focus-kindergartens for language & integration” and “Language-kindergartens,” to improve the language ability of children in the early age from low-income or non-German-speaking families, and to improve the quality of kindergartens in Germany. This article provides an example of Taiwan in building a various society by introducing the contents and structure of this project. In July 2022, the federal government announced the expiration of the project “Language-kindergarten” at the end of 2022, and asked the state governments to take over the project; this announcement caused social uproar and backlash, as well as a disagreement between the federal government and the state governments. This article also explores the lack of planning and implementation of the project through this dispute and provides reflections on planning and implementation of new policies in Taiwan in the future. |
