社區公共托育家園創新經營之個案研究

A Case Study on Innovative Management in Community Public Nursery Homes

本研究旨在探討社區公共托育家園創新經營的驅動因素與實踐樣貌，並以「○○社區公共托育家園」（以下簡稱A家園）為研究個案，採質性研究取向，透過訪談、參與觀察與文件分析蒐集研究資料。
研究結果顯示，A家園的創新經營主要受到主任之專業判斷、民主領導風格與政策詮釋能力所驅動，其領導示範促成團隊在照顧實務與課程安排上的持續反思與調整。在具體實踐層面，家園以混齡照顧為基礎，發展出空間活化、自製教具、多元節慶活動與社區資源整合等創新作法，形塑小規模、互動性高且社區連結緊密的托育模式。
研究亦指出，現行制度在在職訓練與評鑑設計方面，尚未充分回應家園型組織之特性，對創新經營的推動形成一定限制。本研究之意義在於呈現社區公共托育家園之創新經營內涵，並揭示領導者在新型公共托育模式中的關鍵角色，作為未來家園發展與制度精進之參考。

This study aims to explore the driving factors and practical manifestations of innovative management in community public nursery homes. Using○○Community Public Nursery Home (hereafter referred to as Nursery A) as a case, this qualitative study employed in-depth interviews, participant observation, and document analysis to collect data.
The findings indicate that the innovative management practices of Nursery A were primarily driven by the director’s professional judgment, democratic leadership style, and capacity for policy interpretation. Through leadership by example, the director facilitated continuous reflection and adjustment in both caregiving practices and curriculum arrangements among the staff. In terms of concrete practices, the nursery adopted a mixed-age care approach and developed innovative strategies such as spatial revitalization, the creation of self-made teaching materials, diverse festive activities, and the integration of community resources. These practices collectively shaped a small-scale, highly interactive, and community-connected model of early childhood care.
The study also reveals that current institutional frameworks for in-service training and evaluation have yet to adequately reflect the organizational characteristics of nursery homes, thereby imposing certain constraints on the promotion of innovative management. The significance of this study lies in illustrating the substantive dimensions of innovative management in community public nursery homes and highlighting the critical role of leadership in emerging public childcare models, offering insights for future institutional development and policy refinement.
