地方政府教育的數位轉型與行政減量：以新北市政府教育局「精緻行政方案」為例

Digital Transformation and Administrative Streamlining in Local Government Education: A Case Study of the Refined Administration Program of the Department of Education, New Taipei City Government

本文以新北市政府教育局推動之「精緻行政方案」為例，探討地方政府於數位轉型脈絡下，如何運用數位工具與治理設計推進行政減量。本研究採個案研究取徑，蒐集政策文本、深度訪談及焦點團體資料，並援引行政減量八類型與OECD數位政府政策框架分析之。研究結果顯示，方案以通路治理、資料治理與跨科協作為核心，透過公文節流、陳情源頭管理、填報單一管道、模組化建置及定期回饋等機制降低校端行政負荷。訪談資料進一步指出，方案推動有賴正向命名、同理溝通、短期可見成果與分層培力，並需在減量、風險控管與教育品質之間取得平衡。研究結論指出，地方政府教育治理之數位轉型並非單純技術升級，而是重整流程、資料與支持系統之治理工程；行政減量能否持續，取決於地方政府將政策工具、跨科協作與使用者回饋制度化的能力。

This study examines how a local education authority uses digital transformation as a governance instrument to advance administrative streamlining. Using the Refined Administration Program implemented by the Department of Education of the New Taipei City Government as a case, the study adopts a case-study approach and combines policy docu¬ment analysis, in-depth interviews, and focus group data. The analytical framework draws on eight types of administrative streamlining measures and the OECD six-dimensional digital government policy framework. Findings show that the program centered on channel governance, data governance, and cross-departmental coordination, and was operational¬ized through document flow reduction, upstream complaint handling, single-channel reporting, modular system development, and iterative feedback. Interview data further indicate that implementation depended on positive framing, empathy-based communication, short-term visible goals, phased capacity-building, and a careful balance between stream¬lining, risk control, and educational quality. The study concludes that digital transformation in local education governance should be under¬stood not as a mere technological upgrade but as a governance process of reorganizing procedures, data, and support systems. Sustainable admin¬istrative streamlining depends on the local government’s capacity to in¬stitutionalize policy instruments, cross-departmental collaboration, and user feedback.
