基层电大开放教育中存在的问题及改进措施

Problems and Countermeasures of Educational Reform at the Basic Level of the TV Universities

现代远程开放教育实现了教师和学生跨越时空进行实时或非实时的交互，这是现代远程教育与传统教育最显著的区别。随着网络教育的办学基础条件、教学资源、师资队伍和校外学习中心等影响教育质量和过程因素的不断完善，现代远程开放教育的效果得到进一歩的提升。本文针对基层电大在开放教育教学改革中存在着一些极待解决的问题，提出改进的措施和建议。

The most significant difference between the modern long─distance open education and the traditional education is that the former realized the mutual communication between teachers and students beyond the limitation of time and space. The effects of the modern long─distance open education is further revealed as the elements which affect the quality and process of education are gradually perfected. These elements include the basic facilities， teaching resources， teachers， construction of the study centers outside the campus in the network education. This paper is to discuss the sharp problems in the education reform of the TV Universities at the basic level and put forward some suggestions and countermeasures.
