我国高等教育体制改革方向与政府角色定位问题研究

Direction of Higher Education Reform and the Government’s Role

本文列举并评论了理论界对中国高等教育市坦化改革正反两方面的主要观点，从理论的可行性和实践的必要性两个方面分析了我国高教育改革的方向，同时对近年来高教改廿中所出现的一些问题及其原因进行了剖析。研究表明，我国高等教育体制改革应该坚持市场化的大方向。高教改革中已经出现的问题，主要不是市场化的问题，而是并没有走向市场化，或者市场化畸发展所导致的。要创建有效率的高等教育市场，必须通过充分且合理的政府管制，促进相关市场主体的发育，消除信息不对称，促进合理的高教机会公平，约束大学组织的单纯牟利行为。政府应当成为高等教育市场规则的”创立者”，市场运行的”服务者”和”规制者”。

This study describes and analyses the positive and negative opinions concerning the market─oriented reforms of Chinese higher education， explores the direction of these reforms in terms of their feasibility and necessity， and discusses some major problems and their causes in these reforms. The study argues that the principal problem is not about whether or not marketisatin exists in Chinese higher education for it does， thus it not about the malformation of such marketisation either. Appropriate government supervision is important for making an effective higher education market， adjusting in formation imbalance， promoting equality of education opportunity， regulate profit─making in educational institutions. The role of the government in the market should be that of the “rule─maker”， “service provider” and “regulator”.
