The Theoretical Value and Practical Dimension of the Prior Learning Assessment Recognition ： Taking the SUNY Empire State College as an Example
Prior Learning Assessment Recognition allows learning institutions to transform the knowledge and skills gained through informal learning or non-formal learning into credits. It will not only reduce the burden on students’ tasks and duration but also avoid the duplication of teaching resources and promote the realization of lifelong learning. The purpose of this study is to analyze and sort out the advanced theories and practices of Prior Learning Assessment Recognition in foreign countries， and to propose the strategies for our country. First， through conceptual analysis and theoretical analysis， this paper expounds the conceptual connotation and theoretical value of Prior Learning Assessment Recognition •，Second，we sort out and compare the policies and procedures of foreign universities through literature analysis， comparative analysis and case analysis ( especially the principles， procedures， subjects， restrictions and guarantees of Prior Learning Assessment Recognition in the SUNY Empire State College) ； Lastly， suggestions about the theoretical value， process and quality assurance of Prior Learning Assessment Recognition are proposed. The recognition and conversion of learning achievements in the Open University are expected to farther promote the establishment and perfection of China s credit certification and conversion system for higher continuing education.
