Germany's primary and secondary education standards and teaching quality monitoring: focus on improving the quality of Education
This paper analyzes the background of developing educational standards in Germany and the implementation of teaching quality monitoring in Germany. It points out that German basic education is shifted from the quality control of input-oriented education which emphasizes subject content standard in the 20th century to control of output-oriented education which emphasizes subject ability standard in the 21st century. The German Federal Ministers of Education (KMK) has focused its efforts on the development and launch of national quality standards to help improve and ensure the quality of the German education system and the establishment of The Institute for Educational Quality Improvement (IQB)， which is responsible for regular monitoring of primary and secondary schools in Germany To achieve the level of educational standards， to support the Federal Republic of Germany's 16 state education system to improve the quality and protection of the German state to improve the balance of education.
