英文摘要 | The paper discusses the policy effect evaluation process of key development policy in higher education based on game theory. It proposes that policy evaluation is the process of the game among stakeholders. By taking“211 Project”as an example,the paper analyses the principal - agent relationship between policy executives and experts for evaluation,and the relation between the evaluation experts and the universities which have gotten benefit from the policy during the process of policy effect evaluation based on the two - level game model. |
