自1992年第一所特许学校创建以来，美国的特许学校改革已经走过了20 多个年 头。在这20多年的发展历程中，特许学校选择的有效性问题、争夺公立教育资源的问题以及制 造种族隔离的问题一直拷问着美国的教育公平。特许学校20 年历程是增加了教育选择的机 会、促进了教育公平的发展，还是人为地制造了公立教育系统内的新的不平等的藩篱？这是文 章探讨的重点。

Since the first charter school was founded in 1992，it has been more than 20 years. During the 20 years，the effectiveness of charter school choice，the fighting for resources of public education and racial segregation questioned the educational equity of USA. This article attempts to make clear whether charter school has increased the educational opportunity for all the people or just caused another inequality in the public education system.
