素质教育的实施与基础教育管理的改革

The Implementation of Quality Education and Reform of Basic Education Management

实施素质教育是一项艰巨而复杂的系统工程。文章认为，基础教育管理的根本目的是使受教育者素质全面发展，基础教育管理的原则是弘扬人的主体性，实施基础教育由「应试教育」向「素质教育」的转变，必须从七个方面进行基础教育管理变革：1.管理信念或理念实现由社会本位向人本位的转变；2.管理决策实现「再造决策向创造决策」的转变；3.实现由刚性管理向柔性管理的转变；4.实现主要运用权力因素影响力向注重权威、人格等非权力因素影响力的转变；5.实现由高度集权向适度合理分权的转变；6.实现理性管理向注重理性管理与非理性管理结合并更注重非理性管理的转变；7.实现由片面管理向全面管理的转变。

The implementation of quality education is an arduous and complicated task. It is suggested in this paper that the essential purpose of basic education management is to enable the full-scale development of the educatees’ quality， and the principle stresses enhancing human beings’ motivation and creativity. The transformation from “test education” to “quality education” should start with reforms or transferences in respects such as management belief ──from society-oriented to human-oriented， management decision ──from imitative decision to creative decision， etc.
