日本“COE计划”的阶段演进及制度实践

Phase Evolution and Institutional Practice of Japan’s “COE Program”

0世纪90年代以来，鉴于学者、学科、大学以及科研在国家社会发展中的战略地位，日本政府提出并相继启动了系列“COE计划”在计划实施进程中，形成了包括项目遴选、评估验收、团队建设等严格透明的制度体系，使得日本大学及研究机构在知识生产、学术制度构建等方面步入了新的发展阶段。

The Japanese government has proposed and launched a series of “COE (Center Of Excellence) programs” since the 1990s，in view of the strategic role played by scholars，disciplines，universities ，and scientific research in the development of a country and society. In implementing the programs， a strict，transparent system has been formed， involving project selection， evaluation and inspection， and team-building. The programs have enabled Japanese universities and research institutions to reach a new stage of development in terms of knowledge production and academic institution building.
