教育基金会参与教育改革的现实基础与发展进路

The Realistic Basis and Developing Orientations for Education Foundations’Participation in Education Reform

教育基金会是具有自身特殊性的社会组织，其自身发展、建立公民社会的本质诉求以及国家、各地方的政策法律奠定了教育基金会参与教育改革的现实基础。本文从教育基金会的角色、参与教改的内容以及方式来剖析其发展进程，并基于法律缺失、社会公信力下降、社会监督体系的缺乏、基金会本身的不足等因素，对教育基金会参与教育改革简要提出了一系列建议。

The participation of education foundations in education reform has raised broad questions. This study analyzed the realistic basis for the participation from education foundations’ self-develop-ment，essential requirements for establishing a civic society，national or regional laws and regulations， and development orientation in accordance with the foundations’ role， content and operation pattern.The paper also proposes suggestions for tackling the problems.
