How Foundations Can Affect American Education Policy-making——A Case Study on the TIME Act of Wallace Foundation

在美国教育政策研究与制定过程中，基金会起着独特的作用。一方面它们向教育政策研究组织提供经费，资助它们对不同的教育问题进行研究；另一方面，一些基金会本身就是一个有影响的教育政策研究机构。本文以华莱士基金会为个案，通过对其推动延长学习时间议案过程的分析，从三个不同的维度探讨美国基金会影响教育政策的策略。

In America, the foundations have played a unique role in the process of education policy research and policy-making. On the one hand, they provide fund for education policy research institutions，financing their studies on various educational issues. On the other hand，some foundations carry out many education policy researches，they themselves are influential education research institutions. This paper takes the Wallace Foundation as a case to explore the strategies that foundations have affected the education policy-making in America from three dimensions by analyzing how the Wallace Foundation has contributed to the process of the TIME Act of extending learning time.
