Capital investment is an important guarantee for the sustainable development of university informatization. In this paper， the IT capital management response of some U.S. colleges and universities in the environment of economic recession， the investment in change of IT of these colleges and universities， ideas and specific measures to control IT costs and opportunities due to the change is introduced， as well as several special features which China s colleges and universities information managers can learn are summarized.
