我國因應世界大學影響力排名的高等教育治理方向

How Should Our Higher Education System React to the SDGs University Impact Ranking?

聯合國於2015年所公布的「2030年可持續發展議程」（The 2030 Agenda for Sustainable Development）中，揭櫫了17項聯合國可持續發展目標，旨在消弭全球範圍內的各項挑戰。聯合國可持續發展目標除了在全球範圍內廣泛地影響各個政府與國際組織的行動，同時也影響了世界大學排名體系的格局，成為在學術排名之外另一個難以忽視的議題。在世界大學排名系統中，包括泰晤士高等教育世界大學影響力排名以及QS世界大學排名：可持續發展性目標等，都在原有的學術排名之外，參考聯合國可持續發展目標另外制定一套獨立的排名系統，旨在評估各大學在促進可持續發展性目標的貢獻。所謂的大學影響力排名，已將大學在可持續發展目標的實踐程度視為衡量大學社會責任的途徑。本研究旨在介紹此一新興世界大學評量體系形成的緣起，並以泰晤士高等教育世界大學影響力排名為例，介紹該項排名指標內容以及方法，接著說明我國高等教育體系在面臨此一排名時應有的治理方向，最後對我國整體高等教育系統提出建議。

“The 2030 Agenda for Sustainable Development” list 17 sustainable development goals (SDGs) which is aimed at tackle wit the global level challenges. SDGs not only have widely impact on the operation of national government and international organization, it also changes the way the university is ranked. Under the world university ranking, including THE university impact ranking and QS university ranking: SDGs, they all create a new ranking metrics in addition to the ongoing ranking system. These new ranking systems are aimed at evaluate the contribution of university on the facilitation of SDGs. This paper introduces the formation of these new approach of university ranking system, followed by the introduction of the methodology. How should our higher education system react this sort of ranking in an appropriately manner in terms of the university governance? This paper concludes by offering some suggestion for our higher education system to consider.
