中文摘要 | 過去多年來世界各國高等教育在系統、體制與資歷狀態存在顯著差異,影響跨國之間的合作與個體的流動,尤有甚者,亦影響求學機會與職場勞動力的參與。2019年聯合國(United Nations, UN)導入「全球高等教育資歷認可公約」(Global Convention on the Recognition of Qualifications concerning Higher Education, GCRQ),希望能促進高等教育學術合作、提升國際學生流動、甚至處理難民與流離失所者的學習與資歷問題。在此背景下,本研究發現,該公約的出現與多重動力來源密切相關,且根據理論分析顯示,品質保證機制與資歷認可制度催化了全球高等教育整合。另外,本研究亦重點介紹公約的核心內涵,呈現資歷認可的八大重要步驟與原則,最後分析並評論隨著公約之簽署所導致的全球制度同形、公約普及性、人道主義關懷,以及跨國流動的新動力等議題。 |
英文摘要 | For the past decades, there have been substantial variations in higher education systems, regimes and qualifications among countries. They also inhibit the institutional cooperation and student mobility. Even worse, inclusive access to higher education and employment opportunities in labor market are also difficult for non-local learners. Unprecedentedly, United Nations (UN) for the first time approved the Global Convention on the Recognition of Qualifications concerning Higher Education (GCRQ) in 2019 in hope of enhancing the institutional academic collaboration and student mobility and even tackling the issues for refugees and displaced persons with respect to learning and qualifications. In this wider background, this paper reveals that multiple driving forces form the appearance of this Convention. Moreover, theoretical analysis also indicates that quality assurance and qualification recognition will lead to the construction of a global higher education regime. In addition, this paper also explains the main body of the Convention and illustrates the eight steps and principles for recognition. Finally, we turn to our focuses to the issues of global isomorphism, the pervasiveness of the Convention, humanitarianism caring and the new force of transnational mobility due to the introduction of this innovative Convention. |
