中文摘要 | 少子化、高齡化已成為全球趨勢及挑戰,為因應未來超高齡社會的問題及需求,高齡教育扮演的角色更顯重要。本文從高齡教育政策探討高齡教育實施現況,第一部分以教育部為主的高齡教育資源,包括社區大學、樂齡大學、樂齡學習中心、高齡自主學習團體、社區多功能或多元學習中心、樂齡學習心理輔導員(關老師)等;第二部分探討衛生福利部高齡者學習及福利資源,從社會福利角度關切高齡者個人及家庭面對老年的學習或福利資源,包括社會行政體系的長青學苑、巷弄長照站、高齡家庭照顧者支持服務、失智症社區服務據點等衛生福利行政長期照顧體系等。本文從高齡者教育學習、社會福利角度思考高齡教育相關政策及實施情形,期待後續研究以更廣的角度勾勒高齡者各面向之學習需求及措施。 |
英文摘要 | We are facing the global demographic challenges of reaching low birth rate and a rapidly aging population. To cope with the need of aged or super aged society, education for elderly plays an important role even more. The study started from analyzing the policy initiatives on the related issues and then pictured the network of the current practice for senior citizens. First, the author illustrated varied resources for elderly education from public education providers, including community colleges, senior citizens learning camp, self-directed learning group, community centers, and counselors for senior citizens learning. Second, linking to the sources provided by public education providers, from the perspective of public health and social welfare, it also varies lots of sources to senior citizens and their families, including evergreen academy, long-term care stations, supportive service for caregivers, and community stations for dementias. With an interdisciplinary analysis from education and social welfare, the study provides an angle to recognize the policy and its implementation on senior citizens. This will provide a picture for understanding the trend and the practice of education for elderly in Taiwan. |
