Alternative Implications: Analyzing the Failure Cases of Educational Administration System Reform in Western Countries

近30年来，西方国家教育管理体制改革过程中不乏亮点，但也存在败笔。尤其是一些典型的败笔背后，蕴合了可为我国借鉴的深刻教训，这些深刻的教训包括：企业参与资助教育的行为背后难免有利益得失的算盘，故期望企业无私资助教育并不可靠；向弱势倾斜的教育政策并非永远合理，考虑步骤反会遭遇“成事不足、败事有余”的尴尬；优质教育资源经不起无限扩容或反复稀释，优质教育资源的供给不能依靠存量，而要依靠增量。

In last three decades, there have been many successful as well as failure cases of the education administration system reform in western countries. We should learn the lessons from the typical failure cases when we carry out the relevant reform in China. First, as the profit is the ultimate aim pursued by the enterprise, we shouldn't have high-expectations for the aid to education comes from enterprises. Second, it is not always reasonable of implementing the educational policy which is tilting to the weak, and the policy with the improper orientation may bring negative effects. Third, the quality resources couldn't afford excess expansion or dilution, and the supply of the quality resources can't rely on stock but increment.
