雙邊關係創造出一個有利於商品、服務、資金、遊客、教育、構想及科技自由流動的環境。臺灣因為1960年代起的經濟成長,被稱為亞洲四小龍之一,並和印度共享良好的雙邊關係。印度於 1911年對世界開放市場,印度-臺北協會( ITA)因而於 1995設立在臺北,以增進臺印雙方的非官方互動,並促進商業、觀光、文化及人民的交流。在新德里的臺北經濟文化中心(TECC)則將重心放在貿易、投資和文化交流。這篇文章研究自 1992年以來的雙邊關係,及其對商品交流和其他經濟議題的影響,特別是 1995年後的發展。本篇以時間序列分析和虛擬變量來觀察兩國之間發展的潛力。透過計算貿易強度及市場占有的成長率,分析HSN系統之下的商品期貨。印度是臺灣第17大貿易夥伴,大部分從印度出口至臺灣的貨品包括水產類、甲殼動物類、廢油及石腦油、穀類、棉花、有機化學物、鐵、銅、鋁製品和食品工業殘渣。而大部分從臺灣出口至印度的商品則包括積體電路、機械及其他電子產品。印度迫切想吸引臺灣的投資,尤其是在高科技及勞力密集的工業方面。超過 80家臺灣公司及企業已開始立足於印度,然而根據觀察,目前臺印之間的經濟關係尚未發揮應有的潛能。兩個經濟體各自處在不同的發展階段,應關注彼此的資源及現有的機會,當印度-臺北協會承認臺灣所有的大學文憑時,臺灣應專注於出口教育,臺灣的公司也應參與拓展商業模式。同時,印度應專注於農業及相關產品,以及中、小型機械與零件等產品。另外,臺灣應利用印度做為出口至中東及西方國家的一個轉運中心。
英文摘要
Bilateral relations create an environment that is conducive to free flow of goods, services, capital, tourists, education, ideas and technology. Taiwan has been called as fourth Asian Tiger due to its economic growth since 1960 and shares a very warm bilateral relationship with India. India opened its economy to world in 1991. India-Taipei Association (ITA) Office was established in Taipei in 1995 to promote non-governmental interactions between India and Taiwan, in order to facilitate business, tourism, cultural, and people-to-people exchanges. The focus of Taipei Economic and Cultural Centre (TECC) in New Delhi is on trade, investment, and, cultural exchanges. This paper is an attempt to study the case of bilateral relations and their impact on exchange of goods, and other economic issues since 1992, especially after 1995. The time series have been analysed to observe potentials between the two countries using time dummy variables. Commodities under Harmonized System of Nomenclature (HSN) system have been analysed by calculating trade intensities and market share growth. India ranks 17th as trade partner of Taiwan. Major Indian exports to Taiwan include fish, crustaceans, waste oil and naptha, cereals, cotton, organic chemicals, iron, copper, aluminium products and food industry residues. Major Taiwanese exports to India include integrated circuits, machinery and other electronic products. India is keen to attract Taiwanese investment particularly in hi-tech and labour intensive industries. More than 80 Taiwanese companies and entities have presence in India. It has been observed that economic relations between India and Taiwan are currently not living up to their potentials. Two economies are at different stages of development and should give attention to each others’ resources and available opportunities. Taiwan should concentrate on export of education, as the Association of India Universities (AIU) recognises all Taiwan universities degrees in India. Taiwanese firms should involve in extended model of business; while India should concentrate on agricultural and allied products and small and medium machinery and parts. Taiwan should use India as central hub for onward export to Middle East and Western countries.
