中文摘要 | 随着“非洲千年计划”的实施,撒哈拉以南非洲地区的基础教育得到了迅速发展,其发展的重点逐渐由小学教育转向相对薄弱的中等教育。为了加快非洲全民教育目标与千年发展目标的进程,世界银行和撒哈拉以南非洲各国政府对该地区的中等教育的体制和机制进行了改革,在教育经费、教学质量、课程和学校权力下放等方面推行了一系列的改革政策。经过几年的努力,改革虽然取得了一些成效,但是仍然存在很多制约实现改革目标的因素。 |
英文摘要 | With the implementation of the African Millennium Project, sub-Saharan Africa's basic education has been developed rapidly. The focus of the development moves gradually from primary education to the relatively weak secondary education. To speed up the EFA goals and the Millennium Development Goals process, the World Bank and sub-Saharan African governments have carried out the system and the mechanism reform to their secondary education, including the reforms in education funding, teaching quality, curriculum, decentralization of schools power and other aspects of reform policies. After several years of efforts, some progress has been achieved with the reform, but many constraints still exist if achieving the objectives of the reform. |
