在非洲高等教育复兴浪潮的推动下，在非洲高等教育一体化实践的呼唤中，非盟提出了《非洲高等教育一体化战略》。该战略的目的是在非洲建立一体化的高等教育系统，同时加强非洲高等教育机构的能力，改善非洲高等教育质量，促进非洲学生和教师的流动。该战略的重点是明确各方政治责任，加强信息交流，构建资格体系，制定最低资格标准，开发合作课程和交流项目。该战略的话语体系体现了对一体化、本土化价值的强调，重视对多方力量的动员，强调战略本身的操作性。该战略执行中面临国家间教育体制的巨大差异、资金短缺和全球化的剧烈冲击等诸多挑战。该战略回避了与高等教育国际化的关系等重要问题。

Driven by the tidal wave of African revitalization, and called by practices of the integration of African higher education, Harmonization of Higher Education Programs in Africa: A Strategy for the African Union was passed by African union. The proposed areas of this strategy are establishment and maintenance of political commitment, cooperation in information exchange, continental framework for qualifications, minimum standards in education qualifications, and joint curriculum development and student mobility schemes. The discourse system of the strategy emphasizes the values of harmonization and location of African higher education, and attaches the importance to mobilization of stockholders. However, the strategy is faced with many challenges such as great difference between different country's educational systems, shortage of funding and severe impact from globalization. And it evades some key issues such as the relationship between integration and internationalization of African higher education.
