教育督导制度法制建设的国际比较研究

Comparative Study of Legislative Construction for Educational Inspection System

教育督导制度的法制建设是教育督导制度发展的重要方面，它具有确立教育督导法理性权威和构成督导制度法律依据两方面的重要意义。本文从比较教育的视角，论述了不同国家教育督导法制体系的结构，分析了各层次法律法规在教育督导法制建设中的不同作用，对各国教育督导法制建设的特点与趋势作出了归纳，以期对我国教育督导制度的法制建设提供借鉴。

The significance of legislative construction to the development of educational inspection system is twofold: one is to entrust the legislative authority and power to educational inspection system and the other is to constitute the legal base for educational inspection system. In an international comparative approach, this article elaborates the structure of legislative system of different countries and analyzes the roles of legislation at different levels in the development of inspection system. It generalizes the characteristics and the trends for the legislative construction of educational inspection in different countries, expecting to provide reference for the legal construction of inspection system in China.
