中文摘要 | 本文就教育部2003年所公佈的大學評鑑指標草案及其引發的相關爭議進行探討。大學評鑑的實施不僅是一個政策過程,也是一政治過程。從微觀的角度而言,其隱含校際或校內的權力運作與資源競爭,從鉅觀的層次來看,評鑑成為國家「治理」的一種方式。文章的第一部分說明本文的研究動機、方法與目的。第二部分則探究現今大學評鑑政策的生成情境脈絡,並探索大學評鑑政策的發展與轉變。第三部分則分析大學評鑑政策相關的爭議,最後研究者提出批判與反省作為結論。 |
英文摘要 | This paper examines the draft of university evaluation indicators conducted by Ministry of Education in 2003, and relevant controversies involved in the formation of the evaluation standards during the period of time. The university evaluation is not only a process of policy change but also one of the political. From the micro view, university evaluation implies the exercise of power and the competition of resources in and among the institutes; however; from the macro, it becomes a way of nation “governances.” The first part of this paper addresses the motives, methods and purposes of this research. The second part investigates the contexts of university evaluation and explores the evolution and changes of university evaluation. The third part analyzes the arguments related to university evaluation policy. Finally, the author concludes with critiques and reflections on the issue. |
