高考关系到优质高等教育资源的分配，涉及宏大的社会利益再分配问题。高考改革不仅应考虑代表先进文化的前进方向，还要考虑代表最广大人民群众的根本利益．注意防止改革减少了农村和弱势家庭的孩子上好大学的机会。高考改革的终极目标，并不是改成各高校单独招考，也不见得以美国高校招考模式为依归，而是探索建立适合中国国情的有自身特色的招考制度。高考形式改革的发展方向是逐步走向多样化和多元化，但具体如何改进，则应在全面权衡利弊的基础上再做决定。新的改革方案出台前应广泛征求多方面意见，在充分考虑各方面意见的基础上，进行试点改革。
