各国教育培训制度比较研究

A Comparative Study on Different National Education and Training Systems

本文通过对英、美、德、日、澳大利亚和韩国教育培训制度的考察，发现教育培训活动是各国培育人才、创造竞争优势的重要机制。各国依据本国所处的产业结构、劳动力市场等情况，建立了各自的教育培训制度，对各国提升人力资本、降低失业率和提高国家竞争力都起到了积极的作用。因此，从国家的角度而言，应根据自身特点采用多元化的教育培训方案，协助国民运用不同的方法来增加工作执行能力和基本素质。此外，如果国家能够妥善规划教育培训制度，发展出明确的教育培训政策，并完整地执行教育培训流程，国家教育培训制度就能发挥最大的功效。

National provision of education and training is a major avenue to improve human capital and national competitive edge of developed countries， which developed different national education and training systems to fit their own industry and labor—market conditions. From a country’s standpoint， one country should integrate different education and training methods to achieve ideal performance level. The national education and training system could function to its best capacity is it is well planned and implemented.
