德国大学改革问题的组织理论解析

An Organization—theoretical Analysis of the Problems in the German University Reform

本文从组织理论的角度总结出德国大学在组织结和决策机制两方面的特点，并在此基础上分析了目前大学改革所面临的问题和困难。本文的分析表明，德国大学作为”专家组织”，其”分布式”组织结构和现有决策机制中的”决策璧垒”，是改革问题产生的两个重要根源。

Based on the organization—theoretical research about the university as “Organization of Professionals”， this article sums up the institutional characteristics of the German university regarding its organizational structure and policy—making mechanism. This knowledge is afterwards used to analyze the current problem in the German university reform. The analysis indicates that the problems are mainly due to the “decentralized structure” and the existing “decision blockades” in the policy—making mechanism of the German university.
