印度政府财政资助私立高等教育的经验及其对我国的启示

Experiences of Private Higher Education Government Financial Grant in India

印度政府重视私立高等教育发展，为发展私立高等教育颁布了一系列财政资助法律法规。政府将私立高校进行分类，受助学院得到政府大量财政资助。私立高校财政资助经费中，邦政府拨款占主要比例。私立学校教师的工资等同于公立学校教师的工资，并且也直接由政府通过商业银行等机构支付。印度政府制定了内容丰富的奖学金、助学金、教育贷款政策，使印度社会弱势群体的受教育权益得到了较好的保障。

Indian government has paid much attention to private higher education and released a series of financial grant laws and regulations. The government classifies its private higher institutions into different categories， and some colleges are granted with large sum of government financial grants. Provincial financial allocation accounts for the main proportion in financial funds of private higher institutions. Wages of teachers in private higher institutions are the same as those in public higher institutions， which are paid directly by government through commercial banks. The government has released policies of scholarship and education loan， and which protected the education benefits of Indian vulnerable group.
