Neo-liberalism is an important theoretical perspective and knowledge resource for studying relationship between education and state in the west. Edwin West， who is a famous contemporary neo-liberal economist in Britain， has made great achievements on the education-state relations. By criticizing the principles of state protection of minors and neighborhood effects of public education， West devoted to uncover the myth of the public education provided by state， and demonstrated the historical and theoretical legitimacy of laissez faire in education， and put forward to remove state monopoly of education and constructed new patterns of state responsibility for education.
